The Regional Bureau Dakar (RBD) provides policy guidance, technical support, and oversight for operations in 19 countries west and central Africa where WFP’s efforts contribute towards the eradication of hunger and malnutrition.
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
This position is based in the Research, Assessment and Monitoring (RAM) Unit of the United Nations World Food Programme (WFP) Regional Bureau for Western Africa (RBD) in Dakar, Senegal.
Under the overall guidance of the Senior RAM Advisor, the Monitoring & Evaluation Officer (Resilience) will report to the RAM Officer (Geospatial Analysis & Resilience Measurement) and be part of the RAM Unit’s Pillar 1 (GARM).
PURPOSE:
Under the direct supervision of the Regional Logistics Officer the incumbent will be responsible for the following.
ACCOUNTABILITIES/RESPONSIBILITIES:
Support the operationalisation of RBD’s regional Resilience Monitoring & Measurement (RMM) framework, in close collaboration with Country Offices (COs) and internal and external partners.
Any other tasks as required.
Take responsibility for integrating protection and gender perspectives in all areas of work, to ensure equal participation of women and men.
Support mid-term reviews, thematic reviews, as well as centralised and decentralised evaluations at the regional and country levels.
Draft regular monitoring reports on status of results and implementation progress and contribute to the data analysis.
Support COs in ensuring that monitoring systems and tools are in place and compliant with corporate standards including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate results framework (CRF).
At Country Strategic Plan (CSP) design stage, support COs in developing a Theory of Change outlining how the expected results are likely to occur and listing key assumptions and risks.
Contribute to building M&E capacity of WFP staff at the regional and country levels, as well as of partners, through training and information sharing.
Manage junior staff members and guide as required to enable high performance.
Support COs in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required.
Contribute to evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible, developing innovative, user-friendly and informative products.
Provide inputs to the development of Monitoring, Review and Evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans), while being compliant with WFP evaluation and monitoring requirements.
Support COs in the roll-out of innovative tools and methodologies to capture resilience outcomes at various levels and ensure contribute to the evidence base on WFP’s integrated resilience programmes in the Sahel and West Africa.
Education:
You have
Advanced university degree (Master's degree equivalent, BAC+4/5) (recognized by ) in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields or First University degree (Bachelor's degree equivalent, Licence/BAC +3) in the same disciplines with additional years of related work experience or trainings/courses.

Experience:
You have:
At least three (3) years of progressively responsible professional postgraduate (Master’s) experience in monitoring and evaluation activities or more years of experience in the same field for First University degree holders.
Demonstrated understanding of resilience programming and monitoring including quantitative and qualitative approaches to measure resilience outcomes at various levels.
Languages: Fluency (level C in reading, writing and speaking) in English and French.
The following Experiences, Knowledge & Skills are required or an advantage:
Experience using a variety of quantitative and qualitative analysis tools and methods.
Good knowledge of tools used for data collection, processing, analysis and visualisation such as ODK, SPSS, Stata, ARCGIS/QGIS, TABLEAU.
Knowledge of R and related applications including RStudio and RStudio Connect.
Experience in the monitoring of WFP programmes is an asset.
