Nous recherchons actuellement des candidats qualifiés pour le poste de Finance Manager (FM).

DESCRIPTION DU POSTE :

Sous la supervision de la Directrice Administrative et Financière de FHI Sénégal et en étroite collaboration avec le Project Manager de NTDs (Maladies tropicales Négligées) Senegal, le Finance Manager (FM) assurera le leadership, la direction managériale et un soutien pratique au projet pour les aspects financiers, administratifs et de gestion des subventions. Elle / Il assurera la supervision et la haute performance constante de l'équipe de financement, de subventions et d'administration des projets NTDs, ainsi qu'une étroite collaboration avec l'équipe de la plateforme FHI Sénégal en charge de la gestion financière et avec l'équipe du siège des projets NTDs.

RESPONSABILITES

Aider à la formulation et à l'élaboration de politiques et de procédures pour le personnel et les domaines fonctionnels ;

S'assurer que tous les systèmes et processus administratifs (y compris la gestion des installations, l'approvisionnement, l'administration des voyages, la gestion des stocks et des biens) sont très fiables, bien adaptés, bien exécutés et conformes aux politiques et procédures des bailleurs de fonds et des organisations ;

Assister dans l'organisation et Ia préparation des différents audits des comptes et des états financiers.

S'assurer de la conformité totale avec les politiques de subventions de FHI et les règlements applicables de l'USAID pour les subventions ; surveiller la conformité aux termes et conditions de l'accord de subvention, tels que les exigences de sauvegarde, les calendriers de paiement et les exigences de rapports ;

Participer à la préparation et à l'analyse des rapports financiers, des projetions et dépenses mensuelles, à la coordination des travaux de clôture mensuelle des projets NTDs;

Participer aux travaux comptables : vérification des pièces justificatives, suivi des paiements et traitement des opérations dans le Logiciel comptable.

Préparer les demandes de remboursements de fonds auprès du Siege Préparer et/ou examiner en relation avec le Responsable des acquisitions les dossiers d'achats des projets NTDs;

Maintenir les politiques et les procédures relatives à la réglementation de lorganisation et du gouvernement, qui affectent les finances, audit, opération, et partager l'information avec la direction, les membres du personnel ;

Assurer une bonne gestion des contrats et subventions, faire le contrôle de travail, développer et exécuter les systèmes de gestion et de contrôle solides pour la conformité de FHI aux conditions de laccord et ses politiques ;

Faire un suivi rapproché avec les bénéficiaires de subventions afin d'examiner les règlements, exigences des accords de subvention en matière de protection, de rapports, d'approvisionnement (le cas échéant), de suivi et de demandes de paiement, en coordination avec l'équipe technique ;

Participer à Ia gestion des avances, faire le suivi et Ia liquidation des avances de missions, d'ateliers, du personnel, des partenaires et des consultants.

Participer à Ia préparation des salaires, et établissement des états de déclaration des impôts et taxes ;

Assurer la bonne gestion opérationnelle du projet y compris pour les besoins en logistique et de coordination administrative, achats, transport etc., en partenariat avec léquipe plateforme pays ;

Travailler sur la rédaction de divers documents administratifs : budget, modification, pipeline, etc. ;

Superviser et appuyer le personnel financier et administratif du projet et coordonner avec léquipe plateforme pour les fonctions pays.

ETUDES/EXPERIENCES

Avoir un minimum BAC+ 4 en finance et comptabilité ou tout diplôme équivalent ;Avoir au minimum entre 5-8 années d'expérience professionnelle dont 3 dans le domaine de Ia comptabilité et des finances et 3 ans au niveau de lorganisation ;Une expérience antérieure de la gestion dun département danalyse financière est requise ;Connaissance démontrée du processus de gestion des subventions et des règlements des bailleurs ;

régissant l'administration des subventions ;

Expérience de travail avec des ONG internationales exigée ;Aptitude démontrée à travailler à la fois en équipe et de manière indépendante ;Leadership, polyvalence et intégrité démontrés ;Maitriser Excel, Word et au moins un logiciel comptable ;Avoir une excellente capacité à communiquer en langue anglaise tant à l'oral quà l'écrit.
